Staff augmentation or a recruitment agency?

Choose a recruitment agency when you want to hire someone to join your payroll. Choose staff augmentation when you need skilled people working inside your team now, without taking on a permanent hire. The difference lies in who employs the person, who manages the work and how you pay.

What is staff augmentation?

Staff augmentation adds skilled people to your team for as long as you need them. They work on your projects, usually under your direction, while a provider handles finding them.

You decide the tasks and priorities. The provider sources, vets and supports the person. Who employs the person and the contract and notice terms depend on the provider, so ask for them in writing. Zemash agrees terms in writing before work starts.

What does a recruitment agency do?

A recruitment agency finds candidates for a role you want to fill. It usually works in one of two ways.

  • Permanent placement. The agency introduces a candidate and you employ them. GOV.UK says an employee works under an employment contract, and the business controls the workload.
  • Temporary supply. GOV.UK says you are an agency worker if you have a contract with an agency but work temporarily for a hirer.

Fees follow the model. The agency sets them in its terms of business. GOV.UK explains when an agency can charge a hirer a transfer fee if you later take on a temporary worker permanently.

When is a recruitment agency the better choice?

A recruitment agency is the better choice when you want a permanent employee who becomes part of your company.

  • The role is lasting and central to how you operate.
  • You want the person on your payroll, with your benefits and your contract.
  • You need someone in a specific place, such as a site or a shop floor.
  • The role is senior and you want a search that reaches people who are not looking.
  • You have the time to manage onboarding, probation and development.

If you are hiring several permanent staff, our recruitment process outsourcing service is another route.

When does staff augmentation make more sense?

Staff augmentation makes more sense when you need capacity or a skill quickly and want to keep control of the work.

  • You have a project with a start and an end.
  • You need a skill your team lacks, such as a particular developer role.
  • Demand moves up and down, and you want to adjust team size without redundancies.
  • You want to test a role before committing to a permanent hire.
  • You want to avoid the cost and time of a full recruitment campaign.

If you need developers, see our hire dedicated developers page.

Check employment status in writing

Whatever route you choose, agree the status of the person at the start. GOV.UK warns that if employment status is wrong, the individual and employer may face unpaid tax, penalties or loss of benefits.

GOV.UK also notes that a worker is not the same as an employee. Agency workers have specific rights from the first day at work.

How do the costs compare?

The two routes charge in different ways, so compare the full cost over the same period, not the headline fee.

A recruitment agency usually charges once, when the person starts, or charges for each hour of a temporary worker. With a permanent hire you then carry salary, employer costs, benefits, equipment and management time.

Staff augmentation usually charges a recurring fee while the person works with you. Zemash does not publish prices. Pricing depends on scope, and we confirm it on a call.

  • Placement fee. Ask what happens to it if the person leaves early.
  • Recurring fee. Ask what it covers, such as equipment, software, supervision and cover for absence.
  • Management time. A person you direct each day costs your own time as well as money.
  • Exit cost. Ask about notice, replacement and conversion before you sign, not after.

None of these are reasons to prefer one route. They are the lines to put side by side in a spreadsheet.

What should you ask either supplier?

  1. Who is the employer of the person, and who holds the contract with me?
  2. What is the notice period on both sides?
  3. What happens if the person leaves or is not right for the work?
  4. Who provides equipment, software licences and security controls?
  5. How do you vet candidates, and can I interview them?
  6. How is the person’s time reported and invoiced?
  7. What are the terms if I want to hire the person directly later?
  8. How do you handle personal data and confidentiality?

If a supplier cannot answer these in writing, treat that as information.

It depends on the provider’s model. The person may be employed by the provider or engaged another way. Ask any provider to name the employer in the contract before you sign.

It depends on the role and the market. Ask each supplier how long recent searches for similar roles took. We confirm timings on a call, once we know the role.

Check the replacement or rebate terms of each route before you sign, and ask us about ours on a call.

Ask the provider about conversion terms at the start. For temporary workers supplied by an agency, GOV.UK sets rules on transfer fees. Zemash agrees terms in writing before work starts.

Staff augmentation usually fits a short project, because you add capacity for the period and adjust afterwards. A permanent hire suits a lasting role.
